In 1965 and 1966 Hoogstraten was Chief Advisor to the Government of Thailand on the construction of their new University of the Northeast. Seven University of Manitoba staff members and their families, including four from the Engineering Faculty, were in Thailand from September 1965 to April 1966 assisting in this program. Dean Hoogstraten spent some 3 months in Thailand, the first trip in November and December 1964, and the second in February and March of 1966.

Jack Hoogstraten was married to Kathleen Margaret and had a son and a daughter. He excelled in all the areas he touched – family, teaching, Engineering, friendship and service to the profession and to the community.

Jacob (Jack) Hoogstraten (1908-1983), PEng, LM, FEC, LLD, Past President of EGM

Jack Hoogstraten lectured, developed and oversaw construction of several buildings on the campus at the University of Manitoba. He retired as the Dean of the Faculty of Engineering and was also a two-time past president of APEM (now EGM).

Jack was born in Winnipeg on 28 October 1908. He was the son of Dutch immigrants Jacob Hoogstraten and Jansje Pleoger.

Jacob Hoogstraten - 1955/1956

Education

Jack attended Polson School and St. John’s High School in Winnipeg. After high school he enrolled at the Faculty of Engineering at the University of Manitoba, graduating with a Bachelor of Science in Civil Engineering in 1929. In 1933 he returned to the School of Education at the University of Manitoba, obtaining a Bachelor of Education degree in 1934. Jack later obtained a Master of Science degree from the University of Michigan in 1942.

Early Career

Jack Hoogstraten was a lecturer and demonstrator in the Faculty of Engineering from 1930 to1933 at the University of Manitoba. After receiving his degree in education, he taught Physics and Mathematics at Brandon College in 1934 and 1935.

University of Manitoba Career

He returned to the University of Manitoba in 1936 as a lecturer and ultimately became a full professor. It was through Jack's efforts that the engineering curriculum was revised to include Arts courses thus broadened the engineers' training.

Jack also found time to serve as President of the Academic Staff at the University in 1953. He was also the chairman of the Alumni Fund Committee of the Alumni Association.

He also served as a structural engineering consultant to the architectural firm of Green Blankstein Russell Associates from 1945 to 1957.

From 1957 to 1961, Jack left the University of Manitoba to serve as President of Nova Scotia Technical College in Halifax, Nova Scotia.

Jack Hoogstraten returned to Manitoba in 1961 when he was appointed a Vice-President of the University of Manitoba in charge of Building Development. He oversaw construction of science, fine arts, and pharmacy buildings as well as the Mary Speechly Hall first year residence facility, University Hall and Pembina Hall.

He was appointed Dean of Engineering in 1964, a post he held until he retired in 1974.

Professional Service

Jack Hoogstraton served on council of the Association of Professional Engineers of Manitoba for 11 years, prior to and after his terms as President. He became President in January 1955 and served two terms, 1955 and 1956. Much progress was made during his terms as President. The Association moved its office from Charles Landon’s home to an office in the Avenue Building and a permanent secretary was engaged.

Membership grew from 544 in 1955 to 815 in September 1956. In the fall of 1956, the Association began publication of the Manitoba Professional Engineer journal under his and Charles Landon’s initiative.
